Inmate phone cards can be used for the inmate to make calls out of the jail to most phone numbers. After purchasing a phone card, you will give an inmate an account number that they can dial to make calls to various phone numbers.

A prepaid collect call account can be set up to allow an inmate to make calls to your phone number. After making a payment, the inmate can call you and you accept the call

If you have a toll restriction on your telephone line, use a cell phone, or you receive telephone billing from an alternate telephone company, you can give a call at 800-896-3201 to establish an account with Reliance Telephone. Working hours are from (9:00am to 6:00pm) Sunday through Saturday. If you call outside those hours you can leave your information and a customer service representative of Reliance will call you back.

How to get Phone cards?

You can purchase Inmate Phone Cards by clicking https://manage.reliancetelephone.com/customer/buycards.php

To make payments online, you must first request a link to your PrePaid Collect Call account to enable this exclusive Reliance Telephone, Inc feature. After submitting the request, you can begin making payments immediately! Once we receive this request, we will review your request and enable full access to your call and payment history.

Reliance cards are available for following states:
  • Iowa
  • Minnesota
  • North Dakota
  • South Dakota
  • Wisconsin

Methods of Payment

The following methods of payments are accepted:

  • Cash/Check/Money order mailed in or dropped off
  • Visa/Mastercard/Discover/American Express by phone or mail
  • Moneygram Express Payment
  • Western Union QuickCollect
  • Wire transfer - call for details
  • Debit card (with Visa/Mastercard logo)
  • Check card (with Visa/Mastercard logo)

  • Use the Moneygram Express Payment form
  • The Receive Code is 3019
  • Your account number is the phone number you recieve calls at
  • The City and State is East Grand Forks, MN
  • You must bring cash. Moneygram's fee is $7.95 ($7.50 at Walmart)
  • You may also setup an account with Moneygram to make these payments online

Western Union QuickCollect

  • Locate a Western Union Agent: 1-800-325-6000 or here
  • Use the Quick Collect form
  • Payment to Reliance Telephone Systems
  • Code city is INMATE
  • State is MN
  • Your account number is the phone number you recieve calls at
  • You must bring cash. The fee is usually $12.95
  • You may also setup an account with Western Union to make these payments online

Call Cost

Call cost from $0.40 or $0.50 dependent on which facility the person is incarcerated at.
