New Hampshire Department of Corrections









All inmates, except those in disciplinary segregation, serving a disciplinary sanction of loss of telephone privileges or have temporarily had their telephone privileges suspended by the Warden, may make outgoing collect and/or prepaid telephone calls.

  • Phone calls may be made to anyone on the inmate’s 20-person telephone list that is willing to accept toll charges.
  • Inmates may make calls that do not conflict with the department’s programming schedule.
  • Inmates in Segregation are governed by PPD 7.49.
  • Inmates are not permitted to access or use departmental telephones. The only exception would be to place a family crisis phone call (as defined in PPD 7.05) under direct supervision of staff. Once a staff member receives information regarding a family emergency, they may allow the inmate to make a short phone call upon the approval of the Unit Manager/designee.
  • Inmates are allowed to make ONLY collect and/or prepaid calls from the Inmate Telephone System.
  • Three-way calls are prohibited. Inmates making 3-way calls are in direct violation of the system’s design and usage purposes

Telephone Service Provider

The system used within DOC facilities is Inmate Communication System, Inc. (ICS). The system offers two types of calling programs: Advance Pay (prepaid) and collect. All prepaid transactions are handled by ICS and their subcontractors. They can be contacted at 1-888-506-8407 for detailed information and instructions.

Inmate Prepaid Calling Prices

Contractor is not allowed to charge additional processing fees including one-time account start-up fees.

Other Guidelines

Three-way Calling: NHDOC rules prohibit three-way calls. DOC blocks these numbers. 
 
Cordless Phones: Sometimes signals sent through cordless phones are intermittent or spotty. Disruption in the phone signal may cause the call to be disconnected. Security features on some cordless phones automatically change channels that can and may cause the call to be disconnected. The cordless phone is recommended to be used while remaining stationary in a location where there is a strong signal, however, it is strongly recommended that not touse a cordless phone. 
 
Cell phones: DOC Rule allows inmates to call cell phones. However, most telephone companies prohibit collect calls to cell phones. DOC has no control over the blocks placed by telephone companies. The advance pay account for cell phones should not be set up. Using debit is the only option for calling cell phones. 
 
Call forwarding: Inmates are not allowed to call numbers that are forwarded to other locations or to cell phones. DOC blocks these numbers.
